ci: release glab to the Docker Hub (profclems/glab & gitlab/glab)

Description

This MR changes CI configuration to release the glab docker image to profclems/glab and gitlab/glab docker repositories.

As a part of this MR, I also added the CI variables to this project and the security project:

• gitlab-org/cli (link for maintainers)
• gitlab-org/security/cli (link for maintainers)

How has this been tested?

I tested it on my on in my fork. All the following links are for the second last commit in this MR 2ff6d4ae.
