Test that artifact feature functions as expected

We need to test that artifacts behave as expected. Unlike testing caching, this should only need one scenario and then a validation script to pull the artifact and validate its contents.

I'm not sure if this needs to be tested against multiple executors at this time. Multiple OS's seems like a good idea as there are directory / path concerns between Windows and non-Windows.
