Test that cache feature functions as expected

We need to test that caching behaves as expected. This will probably require two jobs (per runner environment): one to push a cache, the other to pull and validate it.

I'm not sure if this needs to be tested against multiple executors at this time. Multiple OS's seems like a good idea as there are directory / path concerns between Windows and non-Windows.
