MacOS 13 (Ventura) image support for SaaS runners on macOS

Add macOS 13 Ventura to the list of support images for the GitLab SaaS macOS runners.

Release Post

This allows you to increase your development team’s velocity in building and deploying applications that require macOS in a secure, on-demand GitLab Runner build environment integrated with GitLab CI/CD.

Is there a timeline for MacOS 13 (Ventura) support? On this page https://docs.gitlab.com/15.10/ee/ci/runners/saas/macos/environment.html, the latest available image is macos-12-xcode-14.

We're currently experiencing file decryption issues as our local machines are on MacOS 13, while Gitlab-CI is on MacOS 12.
