Enable auto-login for gitlab_runner_user

Pedro Pombeiro (OOO from July 16th till Aug 7th) requested to merge 28-runner-service into master

Disable first login setup screens. This allows the gitlab-runner service to start.

Depends on !28 (merged) to fix the pipeline (not sure why it is not possible to set this in the MR properties...)
