Disable arm builds
What does this MR do?
This MR disables our ARM 13 and 14 builds in the Orka pipeline.
Why was this MR needed?
These build steps are based on images that have gone missing (expiration policy?). This blocks the Mac pipeline and we need to release some other important fixes (#122 (closed) and #116 (closed)).
What's the best way to test this MR?
Pipeline will pass without these jobs if it works.
