Add nesting-apple-silicon-ami packer build

What does this MR do?

Adds the packer build script for creating an AMI that contains nesting and the Apple Silicon images we'll be creating for job environments.

Why was this MR needed?

This project already builds the Apple Silicon images that are used for job environments, but we needed a VM that then contains these images so they can be executed by GitLab-Runner.
