Stop updating homebrew on Catalina
What does this MR do?
When Ventura releases in a few days, homebrew will stop supporting Catalina. They will start dropping it from the repositories. So we need to stop updating the repositories on our side, like we do with other older OSes.
Note: I'm jumping the gun by a few days here given I'm going on parental leave, but I think this is fine
