Freeze monterey toolchain
What does this MR do?
As per https://gitlab.com/gitlab-org/ci-cd/shared-runners/macos/-/tree/master#macos-and-xcode-version-support, now that macOS 12.1 is released, we should freeze the version of the toolchain we're installing in the image, so users can rely on dependable versions.
