What does this MR do?

As per https://gitlab.com/gitlab-org/ci-cd/shared-runners/macos/-/tree/master#macos-and-xcode-version-support, Apple is releasing macOS 12.1 soon and has stopped updating Xcode 12. We can now safely snapshot the Xcode 12 build and freeze the Big Sur image.
