Upgrades Flutter on Big Sur

Hi @akohlbecker, from our chat last week in the Demos meeting, here's a quick MR to upgrade the version of Flutter running on Big Sur.

I see some Flutter tests, so I thought I would start with an MR to see if the build passes. Is there other testing that should be done for a change like this?
