upsize the disk size for the ephemeral image
What does this MR do?
This increases the size of the Windows ephemeral machine image.
Why was this MR needed?
Users are running out of space during their jobs and there isn't much more that we can really do to reduce the size of the image.
What's the best way to test this MR?
What are the relevant issue numbers?
