Update build and release tooling and configuration

Aligns the building and releasing tooling with our other helper projects (https://gitlab.com/gitlab-org/ci-cd/runner-tools/release-index-generator and https://gitlab.com/gitlab-org/ci-cd/runner-tools/gitlab-changelog for now).
