feature: add af-south-1 region

What critical bug this MR is fixing?

In-ability to use this in the af-south-1 region. As per current gitlab documentation, this is a supported runner method and should work in all AWS regions.

In what scenarios is this change usable with GitLab Runner's docker+machine executor?

Allows the executor to be used in the af-south-1 region
