Fix typos in the release issue template

What critical bug this MR is fixing?

Adds two fixes in the release issue template:

  1. The git tag command is missing the closing quote character at the end
  2. The created tag misses the v prefix used by tags in this project.

In what scenarios is this change usable with GitLab Runner's docker+machine executor?
