Add warning about contributing to GitLab's fork

Add a warning/notice that we're only accepting MR's for critical bug fixes affecting running costs. This duplicates https://docs.gitlab.com/runner/executors/docker_machine.html#forked-version-of-docker-machine but keeps it in the place that people might look for it.
