What does this MR do?

Stops generating Gitlab releases when tags are pushed

Why was this MR needed?

The script is currently broken https://gitlab.com/gitlab-org/ci-cd/custom-executor-drivers/autoscaler/-/jobs/1556545981 and it has been for a while. Not sure what the purpose of these is.
