Port - Append ending slash to CODECLIMATE_PREFIX
What does this MR do?
This is a port of !79 (comment 1487676738) since the original MR went idle, see link for discussion.
When the CODECLIMATE_PREFIX variable is set and its value does not end with /, add / to the end.
What are the relevant issue numbers?
