Allow DOCKER_CONFIG variable as alternative to CI_REGISTRY_PASSWORD and CI_REGISTRY_USERNAME
What does this MR do?
Allows the user to set a variable for the docker_config in order to avoid CLI password usage of docker login which is discouraged.
