What does this MR do?
Add an issue template documenting our maintainer process for releasing a new version of this project to the GitLab container registry.
What are the relevant issue numbers?
No issues, but this is related to an ongoing discussion of our release process, and a new Feature MR template being discussed in !11 (merged)
