Dependencies: add registry chart

Added registry chart & documentation, based on
github.com/docker/distribution

- prefix is used so that improper tags are not picked up
- version is set without 'v'
- doc/charts/registry/index.md is blanket updated as regex doesn't work

Docs: update defaults for registry image tag

Update the documentations of registry for the new version
