Fix broken and outdated links in chart docs

What does this MR do?

Fixes nine links in the chart docs that point to pages or anchors that no longer exist on docs.gitlab.com, or to a file that was removed from this repository. Each new target was checked on the live site.

The translated pages under doc-locale/ have the same old links. I did not change them, because they are generated by the translation pipeline.

How was this checked?

  • For each old link: the page either redirects to the GitLab sign-in page (page removed), or the page loads but has no element with that id.
  • For each new link: the page returns 200 and the id exists in the live HTML (configure-storage-for-the-container-registry, control-runner-registration, supported-platforms, postgresql, set-up-clickhouse, sizing-recommendations).
  • mise.toml exists at the repository root, and .tool-versions does not. The .tool-versions link now just opens the repository tree.

Related issues

None. Earlier link fix MRs (!5089 (merged), !5326 (merged)) did not cover these links.
