Add consistent chart metadata

This is mostly just copy past so we have a consistent set of metadata for all of the charts.

A few deviations from the norm:

• certmanager-issuer appVersion is the app version of chart-manager
• shared-secrets doesn't really have an app so it doesn't have an appVersion
• shared-secrets, certmanager-issuer, and redis-ha are now pinned to a specific sha out of CNG per sync discussion today
