Bump the Helm and kubectl versions for our CI
We previously tried helm 2.8.1, but regarding --wait and timeouts, and we rolled back. 2.8.2 Has fixed that issue, and brings with it, support for k8 1.9, and a --force flag on install that may allow us to get rid of our delete task that we run before install in CI. (Not part of this MR though)
