Add tier badging to Charts install pages

What does this MR do?

This MR exclusively adds the **(FREE SELF)** tier badge to the top-level Charts index page, and to all of the doc pages in the /installation directory. Now that we're integrating this information more tightly with the rest of our documentation (via the combined global nav), it's helpful to readers to better surface the tiers that can access the described functionality in a doc page.

Review checklist
