WIP: Add externaldns dependency

Still some discussion needed in #265 (closed) if this is the way to go..

  • add the externaldns dependency and defaults to installing it.
  • remove the loadbalancer IP from CI
  • probably fix CI cluster to include DNS permissions if it doesn
  • docs for externaldns as default
