Moves GITLAB_WORKHORSE_SENTRY_DSN to the workhorse container

For #2291 (closed)

This environment variable is needed by workhorse, but was previously set in the webservice container.

This setting was introduced awhile ago and is probably infrequently used, which is why it went unnoticed
