Update kubeval k8s versions

DJ Mountney requested to merge update-kubeval-targets into master

Drop 1.12 support, and add the latest available schame 1.18.1 to our check

Available kubeval versions to check against are in https://github.com/instrumenta/kubernetes-json-schema
