Adding dependency proxy config. This feature is only available in EE Premium, and when using puma

Requires the upcoming GitLab 13.3 (or master), to allow dependency proxy to work properly with object storage.

Note that backup-restore and migration from omnibus are not handled, and have an open issue now in gitlab: gitlab-org/gitlab#232735 (closed)
