Implement AutoFlow counter-part from Chart in Omnibus

  Equivalent MR/issue for omnibus-gitlab opened.

  Let's make sure we don't forget this. It's ok to keep pushing forward the experiment only on the chart while it's still an experiment used only internally, as we deploy gitlab-kas internally with the chart. But we should at least have an issue to track implementing it on Omnibus in the future.
