Why

Bringing cert-manager closer up to date makes it easier to take future changes that may be required. And with our upcoming major release, its the ideal time to tackle larger dependency updates that include breaking changes like the container renames that were part of cert-manager 1.10

Notes

If we run into problems, a smaller jump, to 1.9 possible might be warranted.
