[CNG] Enable merged result pipelines in CNG

Summary

It always makes sense to have the pipeline simulate what happens if the MR is merged to target branch. Let's enable merged result pipelines in CNG, just like we did for omnibus-gitlab

PS: We might need to get in gitlab-org/build/CNG!1206 (merged) so that it is easy to trigger a UBI/FIPS pipeline also.
