Enable running UBI and FIPS pipelines on demand

Balasankar 'Balu' C requested to merge make-it-easy-to-trigger-ubi-fips-pipelines into master

What does this MR do?

Right now, if someone wants to run a UBI or FIPS pipeline, they need to specify UBI_PIPELINE variable or FIPS_PIPELINE variable. We can let them do it via manual CI jobs and downstream pipelines, for easiness.
