charts url is crashing
Summary
it seems that the charts web url is crashing.
helm repo add gitlab https://charts.gitlab.io/
Error: looks like "https://charts.gitlab.io/" is not a valid chart repository or cannot be reached: failed to fetch https://charts.gitlab.io/index.yaml : 503 Service Unavailable

groupdistribution looked into this to find that there was some form failure in access tokens in the backend.

Accessing from a browser that is logged into GitLab showed a 404 instead of a 503.
Some internal logs show some oddities in fetching access tokens.
We "addressed" this by rebuilding the deployed content, but need to find the original point of failure that led to this state.
