Add a basic GitLab Pages Chart
Success criteria : Ensure we can deploy a fresh GitLab instance and use Pages in it, supporting just the default <namespace>.<pages root> URLs. Custom domains will be tracked in #2442 (closed) and access control will be tracked in #2443 (closed).
