check-live runs `gitlab-runner verify` against GitLab, so a GitLab outage
that lasts three probe periods restarts every runner pod, and the runner
comes back to the same outage. Nothing about the pod is wrong in that
case; restarting it only interrupts the jobs it was running.

Timeouts were made inconclusive in !457 and the periods were exposed in
!483, but a fast 5xx still fails the probe. Setting livenessProbe.enabled
to false drops the probe entirely. The default is unchanged.

feat: add livenessProbe.enabled to turn off the check-live probe
