Expose registration options

Kris Raney requested to merge ixia_netservice/thirdparty/gitlab-runner:master into master

Expose tag-list, run-untagged, and locked as parameters. Also, expose runnerServerToken so that an existing registration can be reused as pods die and are restarted, rather than registering new runners each time the pod restarts.
