Add the ability to unregister only one runner

What does this MR do?

Instead of deleting all runners on gitlab host, just unregister runner inside the pod.

Why was this MR needed?

Could be helpful in mixed environment where different types of runners are connected to gitlab host

What's the best way to test this MR?

Create deployment and delete it
