Update GitLab Changelog configuration

What does this MR do?

Same as gitlab-org/gitlab-runner!2615 (merged).

  1. Adds a missing mapping of featureenhancement label to maintenance section of changelog (a lot of feature work was being grouped under others without this).
  2. Adds a new section GitLab Runner distribution mapped from runner-distribution label.

Why was this MR needed?

To cleanup newly created changelog entries.
