make namespace configurable

Ruben de Vries requested to merge rubensayshi/gitlab-runner:configurable-namespace into main

we use the gitlab-runner chart as a subchart of a chart which holds all our infrastructure related charts.

but we'd strongly prefer if the gitlab-runner resources would be in their own namespace, but that's not possible when it's a subchart.
