Draft: Add configuration to run all containers with the allowPrivilegeEscalation flag enabled

Horatiu Eugen Vlad requested to merge hvlad/gitlab-runner:feature/runners_allow_privilege_escalation into master

If value is not defined then the pod will not have the flag present and will rely on the cluster defaults.
