Allow adding annotations to deployments

We would like to be able to annotate all Deployments launched by this chart, deploymentAnnotations. This would be similar to how the chart already supports podAnnotations.

Related to gitlab#1567 (closed), which adds global.deploymentAnnotations as a way to annotate all Deployments under the gitlab chart.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
