Make exposed observability port optional

Thomas Spear requested to merge tspearconquest/gitlab-agent-chart:make_observability_optional into main

According to !51 (merged), the exposed port is only used for scraping prometheus metrics, however it was enabled by default for all installs, which seems like an oversight, and adds risk for users who don't run prometheus or don't want the agent metrics exposed.

This MR retains the current default configuration but allows users to configure whether to expose their agent or not.
