Drop modsecurity-snippet CoreRuleSet inclusion

This should be loaded only once at cluster-level instead and can result in duplicate directive errors when loaded twice.

This was incorrectly included in the former MR !12 (merged) as part of gitlab-org/gitlab#8558 (closed)
