What does this MR do and why?

Adds routes from Introduce Mermaid 12 behind the use_mermaid_v12 FF (gitlab-org/gitlab!258347 - merged).

I had to manually revert part of the changes made by the npm tasks; although my monolith MR is up-to-date on master, downloading routes from it removes the routes added in Sync routes snapshot: add the jira_forge user_d... (!1357 - merged), because its monolith MR hasn't been merged yet.
