Sync routes snapshot: add the jira_forge user_delegation API route

What does this MR do?

Refreshes the GitLab routes snapshot with the /api/:version/integrations/jira_forge/user_delegation route added by gitlab-org/gitlab!248687 (merged).

The route is matched by the existing /api/v4/integrations/jira_forge/* rule with a null claim, the same as its sibling jira_forge routes, so this is a snapshot-only sync: no rule, guard or parser change.

Downloaded from the jira-forge-create-on-first-link branch after rebasing it onto master, so the snapshot carries no other drift. The cancel_auto_merge route added in gitlab-org/cells/http-router!1354 is not on master yet, so the download would have dropped it; it was kept.
