feat(config): add env to edit mode processes

What does this merge request do and why?

This MR adds env to edit-mode processes so env vars can be set in Caproni config:

puma:
  env:
    GITLAB_SIMULATE_SAAS: "1"

Before, only lifecycle hooks could get env vars from the Caproni config.
