Add pulp config files for supported distributions

Adding pulp install scripts for gitlab-ce and gitlab-ee for pre and ops.

There shouldn't be any differences between the ones provided by packagecloud and these ones for pulp, just that we need to upload these manually vs pulp providing them automagically.

They're one per:

• gitlab-ce/gitlab-ee
• distro
• OS

same as the originals from PC, like https://packages.gitlab.com/install/repositories/gitlab/gitlab-ce/config_file.list?os=debian&dist=bookworm&source=script

I also included the bash script I used to generate all of them, so hopefully it's easy to add in more distros and such in future iterations.
