Add dockercompose file for testing local built images

Copies the dockercompose file from the CNG repo, and modifies the images slightly.

This was a step I was already doing for each minor release, but now the instructions are in the readme.

I think the next TODO towards automation here is finally staring on a ci file for the build and test steps.
