Try parallel builds

Second attempt at !19 (closed)

But this time with parallel builds to cut down the time/job artifact size

We are using artifacts for the images instead of the container registry for now, as artifacts get properly cleaned up when they expire. That's something that is still in progress for the container registry.

The goal is to further iterate towards smoke testing the images produced here.
